The three vav's of the Hebrew letter, shin, are referred to as heads. The Baal Shem Tov speaks of the 3 heads in relation to the 3 colors of a candle’s flame, and the 3 colors refer to the 3 loves, which are (1) the love of Israel, (2) the love of Torah, and (3) the Love of God. The fourth head refers to a future world, in which there will be love of the Land of Israel.
